Dr. Emma Russell, a paleobiologist with the Titan-studying Monarch organization, and her daughter Madison witness the birth of a larva dubbed Mothra five years after the existence of the "Titans" was disclosed to the public. "Orca," a gadget that emits frequencies that attract or change Titan behavior, is used to calm Mothra. Former British Army Colonel Alan Jonah leads a squad of eco-terrorists in a raid on the facility, where they kidnap Emma and Madison. As Mothra runs, she pupates behind a waterfall nearby.

Dr. Ishiro Serizawa and Dr. Vivienne Graham, scientists at Monarch, enlist the assistance of Emma's ex-husband Dr. Mark Russell, the father of their daughter Madison, in their search for the fugitives. At first, Mark is hesitant since he hates Godzilla and believes that he is responsible for his son's murder during the events in San Francisco. However, Mark finally accepts. In Antarctica, Jonah intends to liberate a three-headed Titan designated "Monster Zero." which the Monarch team follows. Awakening the Monster Zero, Emma frees Godzilla, who fights back and eats Graham. Emma's involvement with the terrorists is revealed to the squad afterwards. To restore the Earth, Emma tells Monarch that the Titans need to be woken from their slumber in Boston's Monarch bunker.

The Monarch squad lures Rodan to Monster Zero in Mexico. Godzilla then ambushes Monster Zero and sever his left head. During the battle, the US Navy fires a "Oxygen Destroyer," prototype weapon, killing Godzilla. Monster Zero regrows his missing head and wakes all other hibernating Titans, using Rodan as his slave. Madison therefore disowns Emma.

King Ghidorah is an ancient extraterrestrial that seeks to alter Earth, according to mythical writings. To contact Godzilla, Mothra exits from her cocoon and fly to Monarch's Bermuda headquarters. Finding Godzilla's hideout in a radioactive submarine. A nuclear weapon is used to speed up Godzilla's recovery. The warhead is manually detonated, resurrecting Godzilla and boosting his strength.

But despite this, Jonah continues on with the devastation of the earth that will be much worse than anything humanity can inflict. Madison hears this and takes the Orca as a result of her hearing. At Fenway Park, Madison accidentally draws the whole Titans team with her radio frequency broadcast. To eliminate the Orca, Ghidorah makes landfall in Boston. Godzilla, assisted by Monarch soldiers, comes to confront him in combat. After discovering that Godzilla's radiation levels are growing, Mark organizes a team to rescue Madison and flee the city. When Mothra comes to assist Godzilla, she is caught by Rodan, who she eventually defeats, but not before suffering injuries as a result of her fight.

Announcing his return for the sequel in April 2015, Aaron Taylor-Johnson said his choice was dependent on Edwards'. To reunite Godzilla and Kong, Legendary unveiled plans for Godzilla vs. Kong in October 2015. Godzilla and King Kong will be joined by other legendary and new enormous super-species in a common movie series "centered around Monarch," Legendary said.

To conclude work on Rogue One, Edwards felt Legendary "needed to get on with things" but hoped to return to Godzilla someday.

Scriptwriters Michael Dougherty and Zach Shields (Krampus) were revealed for Godzilla 2 in October 2016. Godzilla 2 was also believed to be in talks with Dougherty. Pacific Rim: Uprising will also be shot in Wanda's Qingdao Movie Metropolis site. Officially titled Godzilla 2: King of the Monsters by Legendary in December 2016.

King Ghidorah, Monarch, and Rodan were Legendary's sole requirements. A new screenplay was written by Dougherty and his crew. For his two-page proposal, Dougherty included basic beats and character sketches. Then Dougherty and co-writer/executive producer Zach Shields convened a writers' room with Borenstein. Ten authors aided the treatment's development. It took a year to write the script.

To avoid the monsters, Dougherty and Shields created a human narrative line with science fiction components that might be substituted by climate change or eco-terrorism. The third act proved to be the most difficult to write, as numerous human and monster plot threads collided and needed to be resolved. Shields said Emma's address to Monarch was rewritten multiple times. Shields and Dougherty intended the speech to ask the audience if they trusted humans or Mother Nature.

When Kyle lost faith at the start, Shields said, "Kyle's loss of faith in the beginning, and finding it in this moment when he realizes, you know, God is dead." In Dougherty and Shields' treatment and early drafts, full scenes of the Titans rising after Ghidorah's call were written, but they were later cut because of money. Borenstein had planned to put Mechagodzilla in the movie. However, Dougherty got rid of the character during the development process.

The film renames the monsters "MUTOs" instead of "Titans". Dougherty intended the monsters to have a heavenly presence and inspire reverence, adding, "You want to give these animals a presence that makes primitive man kneel to this deity... It can't be large dinosaurs. Jurassic Park has it. They must be different. They have to be their own thing. Titans." The director told the designers to "distill those silhouettes and those key traits into something more modern." The director wanted the Titans to be treated as "very large animals with a distinct thought process."

It was Dougherty's goal to bring back the "God" to "Godzilla". A fan of Gareth Edwards' and Matt Allsopp's work, he wanted to include the dorsal plates from Godzilla"s original 1954 design and enlarge the claws and feet to give the monster a more menacing appearance. When it came to enhancing Godzilla's roar, the director instructed the sound engineers to make it sound more like the roars heard in the 1954 original "In my opinion, the roar of Godzilla in the original film was excellent. My goal was to get it as near as possible to the original (1954) version."

It was Dougherty's goal for Mothra to be "beautiful," "feminine," "elegant," and "a true goddess, but also dangerous." He made an effort to keep the color scheme and the eye-spots on her wings as close to the original 1961 version as possible. It was important to make a link between Mothra and Godzilla, which is why the eye-spots were modeled like Godzilla's eyes. It was inspired by moths that Mothra was built to look like a moth and have extended legs to protect herself from other monsters.

For King Ghidorah, Dougherty wanted to make a "unique" design that still looked like King Ghidorah. Dougherty worked closely with Toho to make sure the new design still looked like King Ghidorah. They made each head unique. In the center was the alpha, with other heads being its "lackeys." He looked up a lot of animals, especially king cobras, in order to make the design look more real. Designers were told not to make Ghidorah's scales look like Godzilla or the original King Ghidorah. They were told to look at different scales from different reptiles.

getting the noises right. was a priority for the filmmaker. A "super cut" of the monster screams from the Shwa Godzilla flicks was given to the sound designers to begin with. According to him, he said that the monsters will sound like the originals, but with new screams. In situations in which performers had to flee or respond to creatures, Dougherty had the Shwa roars played via a big speaker system he put up on location.

Toho released a lot of different versions of the movie on 4K, Blu-ray, and DVD in Japan on December 18, 2019. There were special editions from Amazon, the Godzilla Store, and Tsutaya. It also came with a four-disc limited-edition set from Toho, which had the 4K HDR Blu-ray, a standard Blu-ray, a DVD, a Blu-ray with bonus features, and a S.H. MonsterArts Godzilla figure, among other things. When you buy a four-disc set from a Godzilla store, you get a special figure of the movie's version of Burning Godzilla. The retail exclusives had a limited number of clear files. During the first week of January 2020, the movie premiered on HBO, which is a pay-TV service.

As she emerges, she spots soldiers with weapons drawn on her, and she reacts violently, shooting them with webbing. Emma runs to try to get the Orca to work, and she finds a frequency that Mothra can understand. This calms her down. Madison is even able to get close to her and touch her, even though she doesn't want to. Alan Jonah (Charles Dance) leads a group of eco-terrorists who kill all the scientists left and kidnap the two girls who were with them. Mothra is able to get away.

When senators ask for Monarch to be integrated into the U.S. government at a Monarch senate hearing, Dr. Ishiro Serizawa, Dr. Vivienne Graham, and Dr. Sam Coleman walk out when the senators say that Monarch should be part of the U.S. After they learn that Jonah took Emma and Madison, they meet with Mark. Jonah wants to use the Orca for his own evil plans.

Not long later, Godzilla walks in to battle. The two monsters engage in a copyright, with Godzilla attempting to fire his atomic breath at Ghidorah, but he dodges and blasts lightning from all three heads, driving Godzilla back into the ice. Ghidorah then begins to rampage, murdering a number of individuals, including Graham.

That Ghidorah is guiding the Titans to bring further havoc is now apparent to Emma. Madison has called her mother a monster for it. Emma informs Jonah they can use the Orca to broadcast a frequency because Fenway Park and most of Boston have been evacuated, but Jonah ignores her. Madison steals the Orca and heads to Fenway Park, sending out the frequency that attracts the Titans. Ghidorah and Godzilla come, and they rampage over the city, as Madison flees.

Godzilla and Ghidorah are back at it, with the three heads gnawing on Godzilla's flanks. Webbing the three heads of Godzilla is done by Mothra, who is seen in the sky. Rodan reappears and assaults Mothra, almost tearing her head off until she outwits him and brings him down with a stab of her stinger into his shoulder. Mothra joins Godzilla's side as Ghidorah continues to weaken the monster. The monster unleashes his lightning and vaporizes her, but Godzilla is revived by the essence of Ghidorah.

Another Titan is on its way to whatever remains of Boston. Even Rodan is subservient to Godzilla. Mark, Madison, and the rest of Monarch are awestruck by what they see in the sky. Afterwards, Godzilla unleashes an ecstatic roar.

Then, after the credits, Jonah and his men pursue a guy who gives them one of Ghidorah's heads. Jonah claims he'll take it for some unknown reason.

Dr. Emma Russell and her daughter Madison are kidnapped by eco-terrorist Alan Jonah and his team several years after Godzilla first appeared in San Francisco, and they plan to use a device she invented called The Orca, which emits frequencies used to communicate with Titans, to reawaken King Ghidorah. To show Jonah what it's capable of, Emma uses it to train an untamable Mothra pup.

An anti-Godzilla bomb is fired by the military. However, Monarch is aware that a nuclear strike would expedite his recovery. Dr. Serizawa willingly sacrifices himself to help Godzilla return to the surface.

Godzilla is going to face Kong in the credits after finding a Mothra egg. But Jonah is handed Ghidorah's head to experiment with.
